Otaraua Multi-purpose Circuit Needs Assessment and Feasibility Study
Kāpiti Coast District Council and the Kāpiti Community Recreational Development Trust had visions of including a multi-purpose circuit at Otaraua Park, Paraparaumu. The circuit has the potential to be a significant investment in community health and wellbeing, both locally and regionally, with opportunity to host international events. A multi-purpose circuit such as the one proposed is unique in New Zealand due to the design specifications meeting the international speed skating requirements whilst also meeting cycling requirements.
A multi-purpose circuit is a private road designed for recreational use by cycling in its many forms, various skating derivatives, paracycling, and other predominantly human-powered ‘wheeled’ sports and activities. It is suitable for all ages and a wide range of activities that can occur out of harm’s way, away from traffic.
The Needs Assessment and Feasibility Study was conducted to determine the need for such a facility and consider the feasibility of the project to construct and then operate it.
The outcome determined that there is a community need, the proposed design features were realistic to meet the community need, the site is suitable, and that the proposed governance and management model is sustainable. There was still work to do to provide evidence that the capital required for the construction of the full project was achievable and that operational financial success could also be achieved.
